Achi Eilat St. in Kiryat Haim - entertainment and pleasure or a nuisance?

This street in Karia has become an extensive entertainment center in recent years. Restaurants and pubs throughout.
According to those in the know, it replaces the "Emek Ahlakhool complex" - Halutzi Ha-Indusiya St. which was abandoned.
Does the activity achieve its goal? providing a means of recreation for a diverse population,
or the street has become an intolerable nuisance for the entire population living on the street and nearby streets,
The residents have no day or night, noise in the wee hours, and recently a large increase in the level of crime in the area.
Is it not possible to find alternative areas to this street in Kriya?

  1. Continuation of the troublemakers of the Ahi Eilat axis under the auspices of the Haifa municipality

The fence did not stop the revelers, the neighbors applied grease
The Haifa municipality built a 'separation fence' between the pubs in the Kiryat Haim entertainment district for the residents of the street, after the revelers would park near them and defecate in the yards. The opening in the fence is locked every evening at 21:00 and is only opened the next morning, but the passers-by continue to find loopholes

    Ortal Abgi Published: 11.10.10, 07:47

Despite the solution given by the Haifa Municipality, the residents of Shaked Street in Kiryat Haim continue to face the invasion of revelers from the main entertainment thoroughfare on Ahi Eilat Street. The separation fence that was built does prevent revelers from camping on their property, but it does not completely succeed in preventing the noise and the entry of drunks who defecate in the private yards.
"When I once warned someone that he was making noise at 2:00 in the morning, he threw a stone at my house. It was simply impossible to continue like this."

  2. When the representatives of the municipality act contrary to the will of the residents, it is a counterproductive body that does not represent the residents who elected it, this is a reason
Also for the dissolution of the body called the Haifa City Council, which stopped representing the residents in a series of outrageous decisions and contrary to the opinion of the residents.
It's a shame that there aren't strong residents' bodies, from time to time they need to be reminded that they represent residents and not tycoons and construction criminals.

  3. As for yesterday's publication - a request regarding Achi Eilat 60 - for legalization, etc.,
This is not the only request in the pipeline, soon they will discuss the extra use of Eilat 44.
In the last year alone, 17 different sites on the street were discussed for illegal use or the legalization of the existing one
All requests are not anchored in an outline plan or change of zoning according to the planning and construction laws.

The policy document approved by the municipality is not a legal document and has no status in the planning law
and the construction. The municipality uses it whiten Illegal businesses that she herself and with her own hands caused.

Only recently, the Supreme Court ruled in a decision dated 18/1/2010 and stated that there are many businesses operating as a secondary use and businesses
Many others are operating illegally, therefore, in addition to other reasons, there is no justification for allowing the municipality to use the eucalyptus grove
in which the tribes of Israel used a parking lot.

These days, a number of residents who live in the area and near it are considering a lawsuit against the municipality. It is intolerable that the authority abuses its residents
And there is no compensation here, while elected officials from the Kirya who sit in the municipal coalition still boast that they are involved in the preparation of the policy document for the axis,
And in fact, they give the mayor a goshpanka to continue abusing the residents.

Those who claim that recreation centers should be allowed are right, except that there are other areas in Kirya that meet the criteria of recreation sites.
Kiryat Haim does not need to satisfy the needs of all the residents of the Kiryats, in entertainment and pubs.

  4. [quote="guest":3nak3lzm]Yagal you wrote "perhaps instead of sitting in the council with Yahav"
I wonder what your level of proficiency is in the Haifa City Council.

There are 31 members sitting in the council, of which 10 are currently in the opposition, including Galbhart.
Those who sit "with Yahav" are called the coalition of 20 council members.

What is the connection between this and the question of the status of Kiryat Chaim, I am not clear either.
As a Haifa resident, I am saddened by the low level of knowledge of Haifa residents about how a city council is run, what its roles are, who is against whom.
Reactions like the one above are symptomatic of a situation in which the public does not know, does not understand, and does not follow what its elected officials are doing.

As a second-class resident of Haifa, I do not think it is necessary to sit on the Haifa City Council, neither in the coalition nor in the opposition.
When Kiryat Haim has been criminally neglected for many years, there is no place to stay in the city or under the auspices of a city that criminally neglects the Kiryat.
One must strive for a complete separation from Haifa, and strive for an independent Kriya or a union with Motzkin.

DA, Haifa is not managed, it is run by inertia from previous years, the city looks bad, very bad, maybe except for Carmel, the mayor's residence.
The lower city looks like a warehouse, Hadar is dismantled and abandoned, and Kiryat Haim, well, just looking at it is enough to understand its dismal situation in front of Bialik and Motzkin.

  6. Dear Mr. Galbhart,

Maybe instead of sitting in the Haifa Council with Mr. Yahav, maybe you will try to create an alternative and push for an independent Kiryat Haim or for a merger with Motzkin?
It is clear to anyone with an understanding that as long as we are connected to Haifa, nothing will happen, perhaps except for being the back warehouse for Yahav's containers, for dormitories for inmates and criminals, and for a milking cow of property tax.

    It's time to wake up.

  7. Honorable: Chairman of the District Appeal Committee
    Attorney Dror Lavi Efrat
Subject: Policy document Achi Eilat St. in Kiryat Haim.

Haifa City Council recently approved a "policy document" regarding the street in question,
In order to rely on it in the future handling of requests for extraordinary use, claims, etc.
The document was prepared without any participation of the public, and was approved by the city council by a narrow majority.
Without going into its contents at this stage, I would only like to find out: is there a place to submit
Did the committee chaired by you appeal the "document" in question? Is the committee authorized to discuss it?

This is a policy document of great importance to the quality of life and the environment of
Residents of Achai St. Eilat and its surroundings in particular, and Kiryat Haim in general. Residents are not allowed
Every development here, no one asked their opinion, the document was prepared arbitrarily and detached
from the public by the Engineering Administration and the municipality which are cut off from the public themselves. Residents
Many of the Kirya who were present at the discussion reacted with a storm of spirits to the point of almost exploding the yeshiva.
Unlike plans or requests for relief, even small ones, which require a deposit, and can be given
To oppose them, such an important policy document is dictated as a Torah from Hassan Shukri Street!
    is it possible?!

    Sincerely, Shmuel Galbhart
    Architect and urban planner

The lady is Inna Shoshana, the lady is Honorable Judge Dalia Dorner.
The lady is not in the movement for the quality of government, the lady is the president of the press council.

    But what does it matter?
    amateurism for its own sake.
And we, what is left for us but to be ashamed of our chosen one

The lady you mentioned today is not in the position of a judge, therefore in official documents she should not be called as such and is probably a writer due to her being the president of the press council.
"The Movement for the Quality of Government" probably writes independently and in itself like "Adam Teva and Din",
But really, what does it matter, the main thing is for them to understand that in the state of Tel Aviv, in the province of Haifa, there is a ruler who thinks that the residents are his subjects.
Kudos to Mr. Galbhart for his persistence to float the ... above the surface of the water and show everyone what the true face of the coalition is,
that sells us in the most puzzling way.
It's just a shame that the residents of Haifa are not at all interested in how the municipality recognizes us as residents until it becomes a nuisance under their noses.
Only a city whose residents are dreamers could vote for the elected officials in the coalition out of ignorance and lack of thought as to what is hidden behind the name
and the smile And when the chosen one is elected, he beeps at his messenger and sells the residents for Nazid....

  9. Mr. "ridiculous" what's more insulting - your spelling mistakes, speaking of correcting others for nonsense get corrected: ridiculous.

  11. The Kiryats will not unite because every mayor is afraid of losing his position and the municipal mechanisms whose duplication is unnecessary
and wastes a lot of resources. Even when it is suggested that they keep the mechanisms and unite under a municipality on the back of each head
A city there is trying to scare the residents that it will cost more and they will lose powers. You can think of how many mayors there are
Amazing each one individually.. better than Haifa, but they are not such a bargain either. Also in the center of the same story. What is
Givat Shmuel, Azor, Givatayim - Kakameika cities the size of a neighborhood and a quarter. No one in the world refers to Tel Aviv
and Ramat Gan separately. Today, a city of one million inhabitants is considered a small to medium-sized city. It's time for someone in the country to catch up
leadership. He will unite in the Gush Dan area, he will unite in the Kiryat area, he will unite the villages around Nazareth, Dalia and Usafia, and on and on.
There is no such thing as a city with 40 thousand inhabitants, it's a joke. It's 5 blocks in New York.

  12. It makes no sense to leave Kiryat Haim as a Haifaite enclave in Kiryat, which is about 5 km from the outskirts of the city
It needs to become an independent city that will determine its own needs and even better to unite with Kiryat Yam, Motzkin, and Bialik
to the city of Kiryat which will include 130,000 inhabitants.
In this way, it will be possible to develop a respectable municipality that will serve all the residents of the Kiryats.

  13. in honor of:
    A. Minister of the Interior Mr. Eli Yishai, Government of Israel, Jerusalem
    B. The supervisor of the Haifa district in the Ministry of the Interior, Major General (Res.) Yosef Mishlev
third. Director of the Planning Administration Architect Shamai Asif

In question: the "policy document" of the Haifa Municipality regarding Achai Eilat St., in Kiryat Haim.

This is the central axis of Kiryat Haim, a suburb closer to the other Kiryats than to Haifa.
In recent years, pirate businesses and entertainment have sprung up in Archo, without supervision and enforcement. It was rightly decided
In the municipality to prepare a "policy document" regarding what is allowed and what is not allowed on the street.
The document was approved this week by the local planning and construction committee, by a narrow majority. For full disclosure -
I was one of the opponents, and for one reason: its arbitrary preparation without the participation of the residents! without asking
In their opinion or present alternatives to their judgment, the members of the committee determined, from the height of their return in Carmel, what is best
to the 46 thousand residents of the Kariya. Contrary to the policy of the planning administration, to the recommendations of TAMA 35, and to the accepted
In the OECD countries that we wish to join.

At the entrance to the council hall is engraved a bronze inscription, signed by Mr. Yahav: We were chosen to serve!
And in his election platform it was written in his signature: Public participation will turn from a slogan into a mandatory reality.
In practice, the participation of the public in Kiryat Haim has become the paralysis of the public, and the quality of the service will testify for themselves...

The restoration of Rothschild St. in Tel Aviv was prepared with the participation of the public under the title: How do you want it
Rothschild Blvd? This is how the public is now involved in the planning of the Tel Aviv beaches, as well as in other cities, including
Haifa, where the underground city is now being planned with the participation of the public, although initiated by the Ministry of the Interior,
Not the municipality. Only the residents of Kiryat Haim cannot voice their opinion and influence their future, although
that they deserve it more than anyone, in light of the physical disconnection between Kiryat and our municipality, a distance of 15 km.

The mayor and his administration claim: we were elected to decide and govern. Won't we be good? - No
They will choose us more... Did I promise public participation? Only in plans, not in policy documents. upside-down world!
After all, plans can be opposed anyway. It is policy documents according to Mr. Yahav's method that are left behind
The public is powerless, exposed to governmental arbitrariness that does not take into account the residents and interests
theirs, but for foreign interests, as an infrastructure for omissions and retrospective investigations.
It seems that the progressive trends in the enlightened world stopped at the gates of Haifa. In light of requests from residents
Many, I call on you to order the cancellation of the policy document in question, and its submission to a real procedure of
The participation of the public, with all that this implies regarding its conduct and results, under the supervision of the Ministry of the Interior.

  14. You should send someone to record with a video camera. It is becoming quite popular lately.

  15. Well, what's new that Yona Yahav tweets about Kiryat Haim in Rish Gali?
After all, he doesn't live on the axis and suffers from repeated harassment night after night.

We need to start and act in a serious way to disconnect from Haifa, which makes a lot of money with exorbitant property taxes and a big, huge zero in the treatment of Kirya.
It is necessary to organize an action committee of the residents without political dependence in Donitz or Peterman, and start showing our strength in tax rebellion, for example, a regular lawsuit by the residents of Kiryat Haim against the municipality of Haifa for criminal neglect of infrastructure and more, examples are not lacking.

Unfortunately, as long as we are close to Haifa's table, and this one stands at its head, Kiryat Haim will not go far.

Shame and shame on the mayor who decides to make the lives of the residents who pay the property tax into hell on earth, I hope that they will take care of him every day for a taste of the noise that the residents of the axis experience in front of his house in Carmel.

  16. Greetings,
The administration of the Haifa municipality yesterday managed to pass by a narrow majority the policy document for the development of the Eilat axis in the plenum of the municipality's local committee.
The document that the municipal administration chose to promote places an overemphasis in favor of places of entertainment, including a number of illegal pubs and businesses that cause tirade and disturbance to residents living both on the highway itself and in the nearby quiet streets and make their lives bitter.
Although the mayor promised that the municipality would carry out increased enforcement against places of entertainment that operate in violation of the municipal by-laws, the residents are satisfied with such promises and are disappointed every week anew by the lack of enforcement from both the municipality and the police, who do not attach any importance to the suffering of the residents in their failures.
It should be noted that the level of violence and harassment along the axis, including extremely serious acts of attempted murder, vandalism of property and assaults on the background of drunkenness, drugs and crimes of various issues, are part of the routine of life along the axis, which is mostly used for residential purposes.
All the attempts of a number of coalition members from the "Haifa Greens" faction to promote public participation that would include bringing up additional alternatives met with the opposition of the mayor, who claimed that he was elected to set policy and for that purpose the public should not be involved. The attempts of council members from several factions (most of whom live in Kiryat Haim) to promote a policy that announces alternative recreation areas outside the residential neighborhoods in Kirya, such as Halutzi Ha-Ihaii St., have also been met with opposition by the mayor and the city administration, which for some reason chooses time after time to protect a number of stakeholders from among the revelers And the owners of the entertainment venues, most of which break the law in Rish Gali.
The vote in favor of approving the document was met with fury by a large group of residents of the axis who burst out shouting at Mayor Yona Yahav and called him a "liar" and a "scheme".
It seems that the last word has not yet been said here..
    Yaron Hanan Haifa's Greens

  17. The court in Kiryat ruled against a man who purchased an apartment and asked to convert it to office use, when his claim was
that in the area there are other apartments that have been converted into businesses.

What is the difference here? People have converted properties to other uses and continue to do so even though this is a distinctly residential area. The fact that
that the Haifa municipality once again chooses to tweet about the planning laws (or to reinvent them with policy documents that the residents strongly oppose -
By the Eucalyptus grove that asked to be turned into a parking lot because 'the area is not being used').
from what the law stipulates. You don't have to arrange it afterwards, you have to not give it in advance. This is an Israeli invention to circumvent planning laws.

  18. The main thing is that there are surveys, and the main thing is that there are decisions on overuse and limiting hours and nuisances.
The problem is that there will be no one to enforce the restrictions and all "Dalim Gaber" and therefore there will be a continuous nightmare for what is happening
    Already today.
The municipality invests a lot of money in polls which are apparently done by lucky people from insiders who charge huge sums
The allocation of resources stops at the completion of the polls and this is exactly where the allocation of resources stops and no additional funds will flow to the inspectors who are in charge
The recommendations given in the survey will be enforced. In other words, the whole survey is one big lie and a conduit for draining our money
In a waste for the personal benefit of Man-Dhu with an excuse of Kastah.

Let every resident of Haifa know that you cannot trust the municipality because it supports criminals and trains the spawn
Through the invention of the century: "extraordinary use" which is actually "killing use" of the rules of the proper administrator that we expect from the authorities...

Long live the Municipality of Haifa, long live the barracks division, long live the laundry of words. And all the criminals will cheer for you.

  19. "Any permit for extraordinary use that will be granted along the axis will be limited in time during which the permit holders will require to regulate the uses in a city building plan that will be approved by law."

    Translated into Hebrew:
We will legalize any use that should not be carried out and is contrary to the quality of life of the residents, by making it legal
A municipality that acts contrary to the opinion of the residents, behind their backs, simply does not represent them = contempt.

  20. The Haifa City Council approved the policy document for the Eilat Achi axis

The Haifa City Council approved this evening [Tuesday, April 6, 2010] the policy document for the Ahi Eilat axis, which regulates the directions of development of the axis, while balancing the business activity that has developed along it during the past decades and the need to maintain the quality of life of the residents who live there .

Ahi Eilat Street was established during the Mandate period as a central thoroughfare in the eastern Kiryat Haim that included residences, public institutions and commerce. In the early 90s, a spontaneous flourishing of businesses and restaurants was noticed along the thoroughfare, most of them through special use permits granted at the time by the municipality. The proximity of the axis to the Acre-Haifa road helped the development of the street as a dining and recreation center near the shack intersection that serves the entire area.

In recent years, many resources have been invested in improving the appearance of the street and its regulation, and the policy document aims to regulate the uses that will be allowed along the axis.

The document was prepared based on a survey of existing land uses in which all the businesses operating along the axis were mapped. Also, an economist prepared a recommended program for construction areas for business uses (trade and private offices).

In the policy document, rules and conditions were established for the addition of business uses and their type, activity complexes were defined when the location of the food business was limited to two complexes only, guidelines were established for the subject of parking and the expansion of the axis and planning principles for the preparation of specific city building plans and the granting of permits.

In the permit for use that may cause an environmental nuisance such as noise nuisance, crowd concentration odors, dirt, etc., the permitted hours of operation and specific conditions will be determined in coordination and with the approval of the Cities Association for Environmental Quality.

As part of the preparation of the policy document, a survey of parking spaces along and near the axis was carried out. Further to the results of the survey and the proposed land uses, parking solutions were determined such as public parking lots to be built near the axis, the establishment of underground parking lots in new projects where building rights will be increased (at the intersection of Moshe Sharet Street) and the opening of existing private parking lots for public service.

Any permit for extraordinary use that will be granted along the axis will be limited in time during which the permit holders will be required to regulate the uses in a city building plan that will be approved by law.

  21. In honor of: MM RA and Chairman of the Subcommittee for Planning and Construction Mrs. Hadva Almog
    Subject: Policy document after Eilat

I received a summons to discuss the subject in question, in the subcommittee on 12.1.09.
In my opinion, the subcommittee discussion is out of place.
Issues at this level should be brought straight to the plenary, for an open discussion "in front of the nation."
That was the way it was during Mitzna, and that's how it should be.
It is unthinkable that such an issue would be discussed "in a closed room",
with "improved protection" from public opinion and the media.
You didn't share with the public, and now you prevent transparency?!
Aren't we all in favor of expediting and shortening procedures?
So why is this awkwardness, first a semester, then a plenum, not a waste of time?
The same also applies to other significant plans, not every balcony or pergola,
But plans with hundreds of units or of importance beyond the daily routine - have a rightful place in the plenary.

I submit a reservation right now, even before the unnecessary discussion in the subcommittee.
The reasoning, as stated above: transparency and exposure to the public in general, and the residents of the Kariya in particular.

    Sincerely, Shmuel Gelbart

  22. Following the policy document, will the way be paved for the residents of the street to sue the municipality for a decrease in the value of their properties?
This may be the best way to handle such unilateral decisions.

  23. In the spirit of the Yaari committee which determines that the polynomial will move somewhere in the future, but first it will be built exactly as planned -
I recommend the Achi Eilat committee, which will determine that the trade that causes disruption should be moved to another axis, but because of blah blah constraints, first of all build 20 more without noisy businesses.

  24. A number of "linguistic pearls" from the policy document for the Axis after Eilat -
    - About 700 parking spaces are required!! Along the axis! How do I ask?
4 locations have underground parking, in the document they amount to 130 spaces!
In practice: the underground parking of Bank Leumi - not in use!
The underground parking of the building where Cafe Joe is located - serves as a warehouse for parking in the building.
The underground parking next to Cafe Diesel - closed.
The underground parking in the Ahi Eilat 21 building - not in use.
The grove on Shebti Israel St. behind Diesel - a court forbade the Haifa municipality to turn it into a parking lot.
In the document, we recommend to the partygoers to park in the North Theater complex! 350 meters in a straight line perpendicular to the street.
Or in the parking lot in front of the high school near Gadot Hebrew St. All the rest of the parking lots are future - who will guarantee that they will be paved?
In the meantime, they are camping at the entrances to the houses on the sidewalks - whatever is right in his eyes will do.
    - If there are more food sites, it will increase the other commercial uses!
On the contrary, it will drive them away, and bring negative factors.

  25. Question: What is happening with the evacuation of the tank farms south of Kiryat Haim?
Why aren't they planning a marina on the empty beach area in Kiryat Haim?

  26. [quote="geronimo":lssklqn7]And every municipality supervises the businesses, sets closing and opening hours for them and excludes noisy businesses
or requires them to install measures to prevent noise.

    exactly !!!!!!!!!!
In the modern world, this is called "management", but the municipality of Haifa has probably not heard of this concept, or chooses to ignore it.

  27. All over the world the main streets also contain businesses such as restaurants, cafes and pubs. just what? The municipalities are working to prevent parking on the same street, so those who arrive know that they should arrive on foot or by public transportation. And each municipality supervises the businesses, sets closing and opening hours for them and excludes noisy businesses
or requires them to install measures to prevent noise.
The municipality of Haifa will benefit from its thousands of unnecessary officials to make with the street residents (with the cooperation of the street residents, for those who are having difficulties) a document on the principles of who, when, how many to what hours and how to remove parking lots and make the street a pleasant and quiet place to walk without the risk of being run over every minute. The residents of the street are not against restaurants and cafes, but what is happening is complete lawlessness without rules, without borders and without supervision

  28. There are not enough parking spaces and the sidewalks become a death trap for pedestrians. Cars speed up there, in my opinion also drivers with alcohol. I don't understand where the police are and where the municipality is. I am sure that if they search they will also find many businesses without a business license that sell alcohol to minors.

  29. You don't have to be a resident of the neighborhood, it's enough to see the difficulty crossing the road during the activity hours of the entertainment venues.
The road is crowded with pedestrians, cars blocking roads and people frolicking and jumping onto the road.

  30. Straightforward - what happens on the street is a huge nuisance and suffering for the residents of the street as well as the neighboring streets. Even in the city of Tel Aviv there is no such situation where businesses do as much as they can, the street is clogged with vehicles, the sidewalks are clogged, there is a danger to pedestrians, noise until the wee hours of the night without supervision, and it is not about one or two businesses but a large concentration. There is a great harm to apartment owners, even when they come to sell an apartment, so as soon as it faces or is next to the street, people run away and say that they are looking for "something quieter" but to hang out - they walk a few blocks and come there! And you don't have to guess that there are problems with alcohol and all kinds of wanderers.. What is the problem with moving the restaurants and pubs to a designated area near the sea like the port in Tel Aviv?

  31. The municipality has always encouraged the establishment of pubs and other businesses in Achi Eilat: property tax II for businesses and free parking along the street. The policy document comes to promote a policy that has existed for several years without finding a real solution to the problem - the suffering of the residents.

  32. Now it turns out that the municipality formulated a policy document for the Eilat district, and again - behind the backs of the residents without informing them, as if they were some third party that is not connected to the street, does not live on it, does not pay property taxes (..public participation, did we already say?).
It's simply unbelievable what's happening here - if this is an attempt to qualify pubs and clubs and restaurants at the back door, they should know that it will not pass and a legal process will begin here that could lead to the resignation of planning officials in the municipality because there is a limit to any trick in disappearing and twisting and hiding information from the city's residents.

  33. Laborist,
The problem in this case is the harm to the residents who live on a street that suddenly becomes a nuisance.
They own apartments whose value decreases and their lives become unbearable.

    What should be done?

  34. The Bardak is celebrating.
where are the police Where is the municipality?

  35. OK
    Are there more examples?
Are there violations of the law and harm to the residents?
    Thanks

  36. The attached photo shows a normal Thursday in Eilat's Achi Street at night - parking cars on the sidewalk and blocking the parking lot of a house.
A normal phenomenon in the area every weekend. In a "normal" place, the police would enforce the law.

  37. RAY Hello,
    thanks for sharing.
Are there any residents you know who can shed some light, explanations, photos, movies on what goes on there?
Not everyone here understands the problem at all.
    Thanks,
