Second property tax in City Center contrary to the tax decree - dream or reality?

A question for the learned friends:
I heard that in the entire downtown the property tax is in classification A and only the city center is in classification B. Some say that it is against the tax decree.
The reason: the City Center is bordered by Jaffa and Ben Gurion Streets. According to the tax decree, a building bordering two or more streets is classified according to the highest of them.
Now, Jaffa Street is classified A.

So how did it happen that the City Center receives relief contrary to the tax decree?

Some claim that the CEO of the municipality is a co-owner of the City Center.
Can anyone confirm this claim?
Is there an apparent connection between the things?
