From an inspection conducted by the Haifa system in front of the Haifa municipality, it becomes clear that the municipality did not authorize the developer to uproot any trees at all, and the opposite is true, the municipality objected to this and following the objection, the developer turned to the appeals committee, which approved the request contrary to the municipality's position.
Haifa Municipality gave a response to Haifa:
"The Haifa Municipality did not approve the building application at 23 Sderot Zvi. Sderot Zvi and the streets adjacent to it are among the most scenically sensitive areas in the city and therefore the municipality established a strict policy regarding the construction instructions on the site and within height restrictions, the preservation of the trees and vegetation on the site. These issues were re-validated within the framework of TAMA 38 policy principles established by the Haifa local committee."
"In accordance with this policy, the local committee rejected the construction request at 23 Sderot Zvi and did not approve the uprooting of trees on the spot anyway. Following the rejection of the application by the municipality, the developer turned to the district appeal committee, which approved the request contrary to the municipality's position, and in light of this, the developer submitted a new construction plan. The Haifa municipality insists that the developer is required to republish the plan for public objections and for a renewed examination. Against this background, the developer applied once more to the appeals committee which will examine the parties' position on the issue. The Municipality of Haifa will continue to insist that the area receives the treatment it deserves and will continue to maintain its unique character".
